gnu: linux-libre: Make build reproducible. 

Fixes <https://issues.guix.gnu.org/24028>.

* gnu/packages/linux.scm (make-linux-libre*): Remove trailing #t.
[phases]{configure}: Set KBUILD_BUILD_USER and KBUILD_BUILD_HOST environment
variables.
