gnu: onnx: Relax requirement on python-protobuf.

* gnu/packages/machine-learning.scm (onnx)[arguments]: Add phase
'relax-requirements.
(onnx-for-torch2)[arguments]: Delete 'relax-requirements phase.
(onnx-optimizer)[arguments]: Same.
