services: zabbix: Add requirement on 'user-processes'. 

This ensures the services does not start before mounts are up.
Reported by rekado on #guix.

* gnu/services/monitoring.scm (zabbix-server-shepherd-service,
zabbix-agent-shepherd-service)[requirement]: New field.
