gnu: czmq: Disable the zarmour self test, which fails. 

* gnu/packages/networking.scm (czmq)[phases]{patch-tests}: Disable the zarmour
self test.  Harmonize comments.  Drop the FIXME comment; it is for upstream,
not Guix.
