gnu: tsukundere: Update to 0.3.0.

* gnu/packages/game-development.scm (tsukundere): Update to 0.3.0.
[patch-command]: Patch path to guile.  Construct load paths directly from
inputs.
[propagated-inputs]: Remove.
[inputs]: Add guile and guile-sdl2.
