gnu: llvm-12: Use gexps and simplify. 

* gnu/packages/llvm.scm (llvm-12)[arguments]: Inherit from llvm-13.
Rewrite remaining new phase using gexps.  Remove trailing #t from
phases.
(llvm-9)[arguments]: Adjust accordingly.
