gnu: python-sphinx-panels: Use older docutils. 

* gnu/packages/sphinx.scm (python-sphinx-panels)[propagated-inputs]: Replace
python-docutils with python-docutils-0.15.
[build-system]: Use pyproject-build-system.
[arguments]: Remove custom 'check phase.
