gnu: aptdec: Update to 1.7-1.5f91799.

* gnu/packages/radio.scm (aptdec): Update to 1.7-1.5f91799.
  [build-system]: Switch to cmake-build-system.
  [arguments]: Remove 'make-flags". Remove custom 'configure' and 'install'
  phases.
