gnu: php: Update to 7.4.2.

Fixes issue #38250 (see: https://bugs.gnu.org/38250).

* gnu/packages/php.scm (php): Update to 7.4.2.
[home-page]: Update URL.
[phases]{prepare-tests}: Delete failing tests.
