Add (guix build syscalls).

* guix/build/syscalls.scm, tests/syscalls.scm: New files.
* Makefile.am (MODULES): Add guix/build/syscalls.scm.
  (SCM_TESTS): Add tests/syscalls.scm.
* guix/utils.scm (%libc-errno-pointer, errno): Remove; take from (guix
  build syscalls).
