gnu: git: 'git-submodule' works even if Perl is not in $PATH.

Browse source 
* gnu/packages/version-control.scm (git): Add 'native-inputs' field;
  move Gettext there from 'inputs'.  In 'split' phase, wrap the
  'git-submodule' script.
