gnu: python-django: Disable django-admin wrapper.

* gnu/packages/django.scm (python-django)[arguments]: Delete 'wrap' phase.
[native-inputs]: Move PYTHON-JINJA2 ...
[propagated-inputs]: ... here.  While at it, add a comment about which inputs
are optional and adjust order accordingly.
