gexp: Slightly improve error reporting for 'local-file'.

Reported by Ricardo Wurmus.

* guix/gexp.scm (local-file): Define using 'syntax-case' instead of
'syntax-rules'.  Explicitly handle the zero-argument case and the
use-as-an-identifier case.
