services: 'tor-service' takes a 'config-file' parameter.

* gnu/services/networking.scm (tor-dmd-service): Take a 'config'
  parameter and honor it.
  (tor-service): Take a 'config-file' parameter.  Pass it in the
  service's value.
* doc/guix.texi (Networking Services): Adjust accordingly.
