gnu: QGIS: Build without QtWebKit.

* gnu/packages/geo.scm (qgis)[inputs]: Remove qtwebkit.
[arguments]: Pass "-DWITH_QTWEBKIT=NO" to #:configure-flags. Make the
custom 'check' phase honor TESTS?. Skip even more failing tests.
