gnu: make-bootstrap: Fix `%binutils-static-stripped'.

* gnu/packages/make-bootstrap.scm (%binutils-static-stripped): Add
  distinguishing `name' field.  Add `output' field to have a single
  "out" output (followup to 4873f8e).  Reported by Nikita.
