gnu: ghc-fgl-arbitrary: Update dependency constraints.

* gnu/packages/haskell-xyz.scm (ghc-fgl-arbitrary): Change the phase that
updates the Cabal file to allow for newer versions of 'hspec' and
'QuickCheck'.
