gnu: gajim: Restore 'disable-failing-tests phase.

Gajim consistently builds on my machines & bayfront, whilst
raghavgururajan reports the exact same derivation consistently failing
with the commented error.  Odd.

* gnu/packages/messaging.scm (gajim)[arguments]: Restore the old
'disable-failing-tests phase.
