gnu: python-pydyf: Use pyproject-build-system. 

* gnu/packages/pdf.scm (python-pydyf)[build-system]: Switch to
PYPROJECT-BUILD-SYSTEM.
[arguments]: Remove #:phases.  Add #:test-flags.
[native-inputs]: Remove PYTHON-PYPA-BUILD.
