gnu: commencement: Fix Python build on non-x86 platforms.

* gnu/packages/commencement.scm (python-boot0)[version, source]: Downgrade to 3.5.7.
[arguments]: Remove <#:make-flags>.  Add <#:phases>.
[native-inputs]: Remove artifical dependency on PKG-CONFIG.
