gnu: rust-dirs-1.0: Don't hide package. 

* gnu/packages/crates-io.scm (rust-dirs-1.0)[arguments]: Skip build.
Add rust-libc-0.2, rust-winapi-0.3 to cargo-inputs.
[properties]: Remove field.
