gnu: Add strongswan service.

* gnu/services/vpn.scm (<strongswan-configuration>): New record type.
(charon-plugins, strongswan-configuration-file)
(strongswan-shepherd-service, strongswan-service-type): New variables.
* doc/guix.tex (VPN Services): Document them all.
