install: Use 'info-reader' instead of Texinfo 4.

* gnu/system/install.scm (installation-os)[packages]: Remove TEXINFO-4
since %BASE-PACKAGES already provides the Info reader.
(log-to-info): Use INFO-READER instead of TEXINFO-4.
