gnu: fenics-dolfin: Honor #:tests? flag.

* gnu/packages/simulation.scm (fenics-dolfin)[source]: Remove trailing
boolean.
[arguments]: Adjust custom 'check' phase to honor the #:tests? flag. While
here, remove trailing booleans.
