gnu: cowsay: Swap ‘build’ and ‘install’ phases.

* gnu/packages/games.scm (cowsay)[arguments]: Invoke ‘install.sh’ during the ‘install’ phase. Delete the ‘build’ phase, as there's nothing to be built.
