gnu: make-bootstrap: Remove unneeded configure flag from %gcc-static.

With this commit "guix build bootstrap-tarballs --target=i686-pc-gnu" works.

* gnu/packages/make-bootstrap.scm (%gcc-static): Remove unneeded
  --disable-decimal-float.
