gnu: python-django-rest-framework: Update to 3.13.1. 

* gnu/packages/django.scm (python-djangorestframework): Update to 3.13.1.
[arguments]: Remove obsolete workarounds.  Set TZDIR in check phase.
[native-inputs]: Add TZDATA-FOR-TESTS.
[propagated-inputs]: Add PYTHON-PYTZ.
