gnu: anki: Fix mpv audio playback

* gnu/packages/patches/anki-mpv-args.patch: New file.
* gnu/local.mk (dist_patch_DATA): Adjust accordingly.
* gnu/packages/education.scm (anki): Adjust accordingly, wrap anki's
  PATH to include mpv executable.
