gnu: ghc-cgi: Adjust dependency constraints.

* gnu/packages/haskell.scm (ghc-cgi)[arguments]: Remove "--allow-newer"
configure flag; add a phase that patches the Cabal file to allow newer
versions of exceptions, time, doctest, and QuickCheck.
