gnu: parted: Fix build with glibc >= 2.28.

* gnu/packages/patches/parted-glibc-compat.patch: New file.
* gnu/local.mk (dist_patch_DATA): Register it.
* gnu/packages/disk.scm (parted)[source](patches): New field.
