gnu: gst-plugins-bad: Enable webrtc module. 

* gnu/packages/gstreamer.scm (gst-plugins-bad): Enable webrtc module.
[inputs]: Add libnice and webrtc-audio-processing.
[arguments]: Add substitution of failing tests.
