gnu: ibus-anthy: Fix runtime errors.

* gnu/packages/ibus.scm (ibus-anthy)
[build-system]: Switch to glib-or-gtk-build-system, for GSettings schema.
[arguments]: Add a pre-configure phase to regenerate '_config.py'.  Pass
"--with-anthy-zipcode" to configure-flags.
