gnu: gnutls: Leave #:disallowed-references empty for GNU/Hurd. 

Partly fixes <https://bugs.gnu.org/41775>.

This is a followup to a9bcc64746.

* gnu/packages/tls.scm (gnutls)[arguments]: Let #:disallowed-references
empty when 'hurd-target?' returns true.
