gnu: zig-zls: Update to 0.10.0. 

* gnu/packages/zig-xyz.scm (zig-zls): Update to 0.10.0.
[build-system]: Switch to the zig-build-system.
[inputs]: Switch to zig-0.10.
[arguments]: Remove #:phases and skip tests.
