gnu: laby: Fix build.

* gnu/packages/games.scm (laby)[inputs]: Add ocamlbuild.
[arguments]: Add new ’allow-unsafe-strings’ phase.
Rename ’setenv’ phase to the more meaningful ’set-library-path’.
