build: Adjust 'gen-AUTHORS' for 'distcheck' and when run from a tarball.

* Makefile.am (gen-AUTHORS): Don't do anything if '.git' is missing.  Remove
  "$(distdir)/AUTHORS" before invoking 'generate-authors.scm'.
