gnu: python-debian: Patch using snippet. Drop workaround. 

* gnu/packages/python-xyz.scm (python-debian)
[source]: Prefer patching using snippet to modify-phases.
[arguments]: Remove, logic was moved into source.
[description]: Drop obsolete workaround.
