services: Add 'package-database' service.

* gnu/services/admin.scm (%default-package-database-update-schedule):
New variable.
(<package-database-configuration>): New record type.
(package-database-mcron-jobs): New procedure.
(package-database-service-type): New variable.
* doc/guix.texi (File Search Services): Document it.
