gnu: python-pyarrow: Include dataset support. 

* gnu/packages/databases.scm (python-pyarrow)[arguments]: Remove obsolete
build phase 'make-git-checkout-writable; rename phase
'set-PYARROW_WITH_PARQUET to 'set-pyarrow-build-options and also enable
building of dataset extension.
