import: go: Improve error handling. 

* guix/import/go.scm (go-module->guix-package*): Handle errors, remove
memoize.
(go-module-recursive-import): Remove 'guard', add memoize.
* guix/scripts/import/go.scm (guix-import-go): Adjust.
* tests/go.scm: Adjust.
