gnu: kcmutils: Print plugin name when loading fails.

Transfer the NixOS patch "kcmutils-debug-module-loader" for kcmutils as of
2018-02-17.

* gnu/packages/kde-frameworks.scm(kcmutils)<patch>: Add substitute for
  src/kcmoduleloader.cpp.
