doc: Improve recent changes in "Binary Installation".

This amends part of c8e2688.

* doc/guix.texi (Binary Installation): Improve wording of some parts.
Fix Upstart example.  Remove incorrect paragraph about locales.
Reinstate bit about reproducing the binary tarball.
