utils: Add a non-blocking option for 'fcntl-flock'.

* guix/utils.scm (F_SETLK): New variable.
  (fcntl-flock): Add 'wait?' keyword parameter; honor it.
* tests/utils.scm ("fcntl-flock non-blocking"): New test.
