gnu: binutils: Build with --enable-deterministic-archives.

* gnu/packages/base.scm (binutils): Add
  '--enable-deterministic-archives' to #:configure-flags.
  Suggestion from Lunar's 2014 FOSDEM talk on reproducible builds.
