gnu: nginx: Update to 1.27.0.

* gnu/packages/web.scm (nginx): Update to 1.27.0.
  (nginx-documentation): Update to 1.27.0.
  (nginx-accept-language-module)[arguments]: Add configure flags
  to enable compatibility and fix build.
