gnu: vim: Update to 8.2.0236.

* gnu/packages/vim.scm (vim): Update to 8.2.0236.
  (vim-full)[arguments]: Add a -lexpat linker argument through
  #:make-flags. Add a new phase to skip a test (see comment).
