gnu: Add earlyoom-service-type.

* gnu/services/linux.scm: New file.
* tests/services/linux.scm: Add test.
* Makefile.am (SCM_TESTS): Register test.
* doc/guix.texi (Linux Services): Add a new section and document the new
service and its configuration.
