gnu: libtorrent-rasterbar: Update to 1.2.15. 

* gnu/packages/bittorrent.scm (libtorrent-rasterbar): Update to 1.2.15.
[arguments]: Add phase to adjust test timeout. Adjust custom 'check
phase to update faketime date and output debug information on test
failures.
