build-system/gnu: Have configure-flags' and make-flags' evaluated.

* guix/build-system/gnu.scm (gnu-build): Double-quote the default value
  of MAKE-FLAGS and CONFIGURE-FLAGS.  Don't quote them in BUILDER.
