services: udev: Allow for additional udev rules.

* gnu/services/base.scm (udev-rules-union): New procedure.
  (udev-service): Add #:rules parameter.  Call 'udev-rules-union' and
  create udev.conf.  Set $UDEV_CONFIG_FILE before spawning udevd.
